Question : Railway Services

(a) whether the Engineering services of the Railways is also likely to be merged with the Group ‘A’ railway services and if so, the details thereof;

(b) whether the Government will be forming, if any, separate Technical and Managerial Services among railways services and if so, the details thereof;

(c) whether various organizations and committees have given any opinion against the said merger; and

(d) if so, the details thereof and the steps taken/ to be taken by the Ministry to overcome the lacunae in the proposal?

(a) & (b) Government has, inter alia, approved creation of a new Group ‘A’ Central Service called ‘Indian Railway Management Service (IRMS), unification of existing 8 organized services of Railways into IRMS and reorganization of Railway Board on functional lines. Modalities for unification of existing Group ‘A’ Central Services of the Railways will be finalized in consultation with Department of Personnel and Training and with approval of Alternate Mechanism.


(c) & (d) Prakash Tandon Committee (1994) and Bibek Debroy Committee (2015), etc. had, inter alia, recommended organizational restructuring of Railways. Majority of officers have supported the formation of IRMS. Adequate safeguard will be built in while finalizing the modalities of IRMS with recommendation of Committee of Secretaries and approval of Alternate Mechanism.
