(a): The Kasturba Gandhi Balika Vidyalaya (KGBV) scheme was launched by the
Government of India in August, 2004 and was merged with the erstwhile Sarva Shiksha Abhiyan
(SSA) programme with effect from 1st April, 2007. KGBVs were sanctioned as residential
schools at upper primary level for girls belonging to disadvantaged groups such as SC, ST, OBC,
Minority and Below Poverty Line (BPL). Under the newly launched Integrated Scheme of
School Education-Samagra Shiksha, effective from the year 2018-19, provision has been made
for upgradation of KGBVs upto senior secondary level. The erstwhile Girls Hostel component of
Rashtriya Madhyamik Shiksha Abhiyan has also been subsumed under KGBV component of
Samagra Shiksha. The objective of the scheme is to provide access and quality education to girls
from disadvantaged groups by setting up residential schools upto Senior Secondary level to
reduce gender gaps at all levels of school education in the Educationally Backward Blocks
(EBBs).
(b): State/UT wise detail of functional KGBVs is at Annexure.
(c): KGBV scheme is a successful initiative of the Government of India and the State
Governments to improve the education of girls from the most disadvantaged sections of the
society in the country. KGBVs are set up in EBBs, where the female rural literacy is below the
national average. More than five lakh girls are receiving education through these KGBVs.
(d) & (e): A total of 1232 KGBVs have been upgraded under Samagra Shiksha during the
year 2018-19. Out of these 729 KGBVs have been upgraded to class VI-X (Type-II) and 503
KGBVs have been upgraded to class VI-XII (Type-III). State-wise detail of upgraded KGBVs
