Question : Sewage Treatment Plants

(a) whether the Government proposes to do the surface cleaning of Ganga river and if so, the details thereof alongwith action taken thereon including cities identified for the purpose by indicating the funds allocated and agencies involved/ proposed to be involved therein;
(b) the requirement of sewage treatment plants and the total number of such plants to be constructed under the Ganga Action Plan and Yamuna Action Plan and the actual number of plants established so far in the towns/cities situated along banks of these rivers, State-wise;
(c) whether the treatment capacity of the present treatment plants is sufficient, if so, the details of the total estimated sewage generated and treated per day in class I cities and class II towns in each State;
(d) the steps taken by the Government to upgrade the existing and construct new treatment plants and the funds provided for the purpose; and
(e) the time schedule fixed by the Government in this regard along with efforts made to clean Ganga and Yamuna rivers?

(a) “River Surface and Ghat Cleaning” programme has been taken up initially for 12 cities namely Haridwar, Rishikesh, Garhmukteswar, Mathura-Vrindavan, Kanpur, Allahabad, Varanasi, Patna, Sahibganj, Howrah, Kolkata and Nabadweepunder the NamamiGangeprogramme.
In Varanasi, the TATAs have taken up to cleaning the waste flowing into the river under their Corporate Social Responsibility (CSR) programme. Also Varanasi Nagar Nigam has been entrusted to take up the ghat cleaning works at all the 84 ghats initially for a period of 1 year at an annual cost of Rs 5 crore.

In addition, 5 central public sector units namely WAPCOS, EIL, NBCC, NPCC, EPIL have been recently engaged to execute entry level activities including cleaning of river surface in their respective river stretches in Uttarakhand, Uttar Pradesh, Bihar, Jharkhand and West Bengal. EIL has already started surface cleaning work in three locations, Banaras, Kanpur and Allahabad. The other activities taken up under entry level activities include repair and modernization of Ghats, provision of public amenities, village sewage drain treatment, repair and modernization of crematoria etc.

(b) to (d) The Consortium of IITs have estimated that 12050 mld of sewage is generated from Class-I &II towns in 11 Ganga basin States, of which about 7301 mld is generated from the 175 Class I and 102 Class II towns of 5 Ganga basin States on the main stem of river Ganga namely, Uttarakhand, Uttar Pradesh, Bihar, Jharkhand and West Bengal. The available treatment capacity is about 2125 mld. In addition, STPs for a treatment capacity of about 1188 mld are under construction / approval, thus leaving a gap of about 3988 mld in this 5 basin states.
Under NGRBA till December 2015, 34 STPs in Ganga towns and 03 STPs in Yamuna towns with a total capacity of 808.23 MLD have been sanctioned.
Further, to minimize the gap in treatment capacity,additional capacity is proposed to be created for which, the proposals of Rehabilitation and upgradation of existing STPs, Interception and Diversions of drains and construction of new STPs have been received from State Governments of 05 basin States (Uttarakhand, Uttar Pradesh, Bihar, Jharkhand and West Bengal).
The identified PSUs are carrying out the work of condition Assessment & Feasibility Study and Entry level activities- under the NamamiGangeProgramme.
(e) All projects sanctioned under NGRBA and Namami Gange Programme are expected to be completed by 2020.
