Question : Schemes to make Youth Self Reliant

(a) the details of various schemes being run by the Government;
(b) the details of the number of youth trained by the Government during the last three years;
(c) the steps/actions being taken by the Government on these schemes to make the youth ‘self reliant’;
(d) the details of various field in which financial assistance has been provided to youth during the said period;
(e) the details of volunteer of all youth organisation including Nehru Yuva Kendra Sangathan (NYKS) and Scouts and Guides, State/UT and district-wise; and
(f) the details of funds distributed to these youth organisations along with the details of the fields in which such funds have been utilized during the last five years, State/UT and district-wise?

(a) The details of the Schemes run by Ministry of Youth Affairs and Sports (through its Department of Youth Affairs and Department of Sports) are given below:

Department of Youth Affairs:

Department of Youth Affairs has three major schemes for development of youth in the country namely 1. RashtriyaYuvaSashaktikaranKaryakram (RYSK) consisting of seven sub schemes namely (i) Nehru Yuva Kendra Sangathan (NYKS) (ii) National Youth Corps,(iii) National Programme for Youth & Adolescent Development, (iv)International Cooperation, (v) Youth Hostels, (vi) Assistance to Scouting & Guiding Organisations, (vii) National Young Leaders Programme. 2. National Service Scheme (NSS) and 3. Rajiv Gandhi National Institute of Youth Development (RGNIYD). The details of the Schemes are placed at Annexure-I.

Department of Sports:

“Sports” being a State subject, the responsibility of development of sports, including sanctioning adequate funds, planning strategies for improvement/development of youth and sports activities and constructions of youth hostels and stadiums, rests with the State/ Union Territories Governments. The Ministry of Youth Affair & Sports supplements their efforts in this regard by providing financial assistance for promotion of sports activities through National Sports Federations, training in Sports Authority of India (SAI) Centres, support under Khelo India Scheme.

(b) The details of the youth trained by NYKS organisation of Deptt. of Youth Affairs, under the training in youth leadership and community development programme for the year 2018-19, 2019-20 and training of youth on‘Clean Village, Green Village’ for the year 2021-22 is given hereunder:

(c) Ministry of Youth Affairs and Sports has no specific scheme to make theyouth self-reliant.However, the mandate of the Ministry is to develop the personality of youth/students through voluntary community service and to engage them in nation-building activities. The Ministry through its various schemes and programmes enhance the capacities of young people to assume leadership to help others to live a meaningful life and to develop leadership skills amongst the youth and to make them responsible citizens, inculcating strong character, self-discipline, integrity, positive attitude, commitment to the Nation and strong desire to spread messages for nation-building.

(d) Financial Assistance has been provided,under Swachh Bharat Internship Programme by NYKS organisation of Department of Youth Affairs, in the form of Award Money to the best youth at District, State and National level during the year 2018-19 and 2019-2020. The aim is to engage youth across the country for Swachhata activities, develop their skill and orientation related work.
Similarly, under National Youth Parliament Festival organized byDepartment of Youth Affairs, financial assistance is provided in the form of Prize Money to Youth volunteers who get 1st, 2nd and 3rd position at national level Youth Parliament programme.
(e) The details of the volunteers of NYKS, NSSand Bharat Scouts& Guidesare at Annexure- II.
(f) The funds are released under different schemes of the Ministry vide Schemes detailedin part (a) of the answer, to enable them to achieve their respective mandated objectives. The details of the funds released during last 5 years are at Annexure-III.
