(a) The Centrally Sponsored Scheme of RMSA was launched in 2009 with the objective to enhance access to secondary education by providing a secondary school within a reasonable distance 5 kilometers of every habitation, and for improving quality of education imparted at secondary level and removal of gender, socio-economic and disability barriers. The fund sharing pattern between Centre and State is 75:25, except for North-Eastern States for which it is 90:10.
(b) Of the 10513 new schools approved since inception of the Scheme, 1184 schools are in the Minority concentrated districts. State-wise and Year-wise detail of such schools is annexed.
(c) & (d) The Government of India recently revised the scheme by subsuming the other secondary schools related schemes of ICT in Schools, Construction of Girls Hostels, Inclusive Education of Disabled at Secondary Stage and Vocationalisation of Secondary Education for effective implementation. The RMSA coverage has been extended to aided Schools (excluding infrastructure support/core areas, i.e. Teacher’s salary and staff salary) for taking up quality interventions.
(e) Regular monitoring through Joint Review Missions twice a year, field visits by over forty Monitoring Institutions and regular annual audits by CAG empanelled auditors and the State Accountant Generals, are inter-alia, some measures undertaken to ensure effective implementation of the RMSA programme.
