Will the Minister of CULTURE be pleased to state:

(a) whether the Government has formulated any scheme or prepared national policy for the preservation and promotion of traditional art, folk art, tribal art, tangible and intangible cultural heritage nationally and internationally;
(b) if so, the details thereof and the efforts being made by the Government to take rich Indian culture and heritage forward along with the funds sanctioned in this regard during the last three years, State/ UT-wise including Karnataka, Andhra Pradesh and North-Eastern region;
(c) whether the NRIs and NGOs are also involved /being involved in the venture and if so, the details thereof including the details of financial assistance, if any, during the last three years and the current year;
(d) whether UNESCO has established its list of Intangible Cultural Heritage with the aim of ensuring the better protection of important intangible cultural heritages worldwide and the awareness of their significance; and
(e) whether the Government has issued directives to all States to prepare a list of cultural diversity and of creative expression which could be submitted for nominations for inscription in the Representative list of Intangible Cultural Heritage and if so, the details thereof?

(a) The mandate of the Ministry of Culture is to preserve and promote the tangible and intangible cultural heritage of the country including traditional art, folk art and tribal art through its organizations and schemes.

(b) The Government does not allocate funds State and UT-wise. Funds are provided to the organizations in the form of grant-in-aid for fulfilling the mandate of the Ministry.

(c) The Government of India provides financial assistance to NGOs for promotion and preservation of art and culture through some of its schemes. NRIs are not given funds under these schemes.

The details of total financial assistance provided to NGOs in the last three years and the current year for promotion of art and culture are as under:

(d) & (e) Yes, Madam. In 2009, Ministry of Culture asked all State Governments to submit nominations in the second cycle of inscription on the aforesaid Representative list of UNESCO on Intangible Cultural Heritage of Humanity.
