Question : SECURITY TO FOREIGN TOURISTS



(a) whether various crimes against foreign tourists are on the rise in the country;

(b) if so, the total number of such cases registered during each of the last three years, crime-wise including sexual abuse, molestation, misbehaviour and harassment, State-wise including NCT of Delhi;

(c) whether the Government has any proposal to amend relevant laws/Delhi Police Act in this regard;

(d) if so, the details thereof; and

(e) the steps taken by the Government to provide safety and security to foreign tourists and visitors during the Commonwealth Games, 2010?

MINISTER OF STATE IN THE MINISTRY OF HOME AFFAIRS (SHRI AJAY MAKEN)

(a) & (b): As informed by National Crime Record Bureau (NCRB), no separate information on crime against foreign Tourists is maintained by NCRB.

(c) to (d): Existing national laws are sufficient to ensure safety of foreign tourists. In order to further ensure safety and security of tourists, the Ministry of Tourism has advised all State Governments/UTs to deploy tourist police. Ministry of Tourism in consultation with Ministry of Home Affairs, and State Governments/UT Administrations has also framed guidelines for formation of tourists’ security organization which have been sent to State Governments/UT Administrations.

(e): The Government has prepared a comprehensive security plan for the Commonwealth Games, 2010 in consultation with Central Security Agencies and Delhi Police. In this context, an International Security Liaison Group has also been constituted by Ministry of Home Affairs. Further, Delhi Police has also prepared detailed security plans.
