Question : UN Conventions and Protocols

(a) whether there are any United Nations Conventions or Protocols that India has not signed/ratified yet and if so, the details thereof;

(b) whether the Government plans to sign or ratify these conventions and protocols and if so, the timeline for the same and if not, the reasons therefor;

(c) whether there are any such conventions and protocols already signed and/or ratified by India that require legislation in line with the former and if so, the details thereof;

(d) whether there is any pending legislation of the above mentioned type and if so, the details thereof; and

(e) whether the Government plans to bring forth such legislation, if so, the details thereof and if not the reasons therefor?

(a) India has not signed or signed but not ratified more than 200 Conventions, Protocols and Agreements adopted under the auspices of the United Nations, the list of which is enclosed herewith as Annexure.

(b) Different Ministries/Departments of the Government of India are administratively in charge of the various United Nations Conventions, Protocols and Agreements depending on their subject matter. It is for the Administrative Ministry/Department to plan to sign or ratify the Convention, Protocol and Agreement on their respective subject matter.

(c) to (e) Various Ministries of the Government of India are responsible for the implementation of the United Nations Conventions, Protocols and Agreements as per their subject matter. They formulate necessary legislations as required for the implementation of such UN instruments. The details from various Ministries and Departments are being compiled and will be tabled appropriately.
