Question : Restoration Licences of NGOs under FCRA

(a) whether the Government has restored licences of Non-Governmental Organization (NGOs) under the Foreign Contribution Regulation Act (FCRA);

(b) if so, the details thereof;

(c) whether the Government has cancelled licences of NGOs which failed to comply with revised guidelines;

(d) if so, the details thereof alongwith the details of the activities they were engaged in; and

(e) the number of NGOs whose licences were cancelled during the last three years?

(a) to (b): Section 32 of the Foreign Contribution (Regulation) Act, 2010 provides for revision by the Central Government of any order passed in a proceeding against any person registered under the Act. The application for revision is considered and disposed on merits under the above provision of the Act. Since November 2021, the FCRA certificates of two NGOs/Associations were renewed by way of revision.

(c) to (d): No cancellation of FCRA registration has been done with respect to recent FCRA amendments of 2020.

(e): A total of 1811 FCRA registration certificates of NGOs/Associations have been cancelled during the last three years i.e. 2019 to 2021.
