Question : e-Challan on Delhi-Meerut Expressway

(a) whether e-challan generated for traffic-rule violation on Delhi-Meerut Expressway (DME) and if so, the details thereof;
(b) whether old e-challan are not being transferred to Virtual Courts and if so, the action taken in this regard;
(c) whether the Government proposes to develop online e-challan system to provide spontaneous e-resolution to wrong e-challan and if so, the details thereof;
(d) the number of e-challans generated on DME in Delhi since its inception, month-wise, vehicle type and offence-wise;
(e) whether there is time lag in communication of these e-challan to the traffic rule offenders and if so, the reaction of the Government thereto;
(f) whether two wheelers driving is prohibited on DME, if so, the number of challan generated for two wheelers during the last two years and if not, the reasons therefor; and
(g) whether imposing a speed limit of 70 km/hr on DME is restricting the highway benefits to commuters who are using DME to save time and if so, the reaction of the Government thereto?

(a) Yes, Sir. As per the information provided by Delhi Police, the details of total number of challans generated during the years 2019, 2020, 2021 and 2022 (upto 31.01.2022) on Delhi Meerut Expressway are as under:-

(b) The Hon’ble Virtual Court became functional w.e.f. 13.05.2020. Data has been consumed in the Virtual Court w.e.f. 18.04.2020 onwards and the data issued prior to 18.04.2020 could not be consumed by the Virtual Court. Despite best efforts old e-challan could not be consumed by the Virtual Court, hence, these challans are being forwarded to regular court for disposal.

(c) No such proposal is under consideration with this Ministry. However, grievances module is available on the Delhi Traffic Police Official website www.delhitrafficpolice.nic.in for resolution of any grievances; the violator can contest the e-challan at https://vcourts.gov.in.

(d) The details of number of notices issued month-wise, vehicle type and offence-wise during the years 2019, 2020, 2021 and 2022 (upto 31.01.2022) have been enclosed as annexure.

(e) In the online e-challan system, e-challan/ Notices are generated after the enforcement team manually scruitnises each violation with the electronic feed of the camera system which had captured the violations. However, the notices issued during the lock down (Covid 19 Pandemic) were sent through SMS only. Notices were not sent to the offender, where the mobile number was not available. The same was kept pending due to non-availability of services of postal department due to Covid-19. After lock down period, the said notices were dispatched through Speed Post to the violators.

(f) Yes, Sir. The movement of two wheelers is prohibited on Expressway portion of DME. As per the information available in the e-challan database of National Informatics Centre (NIC), 513 Challans have been issued to two wheelers till 8th February, 2022.

(g) The speed restriction of 70 km/hr has been imposed by Delhi Traffic Police on the directions of Hon’ble Supreme Court in the entire Delhi State. The portion of DME from Ch. 0+000 to Ch. 8+716 falls in the state of Delhi wherein the speed is restricted to 70 kmph. However, in the balance length i.e. from Ch. 8+716 to Ch. 59+777, the speed limit is 100 kmph.
