Question : Royalty of Mining Revenue

(a) whether the Government has any proposal to compulsory share royalty of mining revenue with the local people of the concerned mining area of the country;

(b) if so, the details thereof, State/UT-wise, especially in Bihar and particularly in the areas nearby Jamui;

(c) if not, the reasons therefor; and

(d) the details of the mechanism put in place to monitor the above proposal?

(a): Section 9B of Mines and Minerals (Development and Regulation) (MMDR) Amendment Act, 2015 provides for establishment of District Mineral Foundation (DMF) in each district affected by mining related operations. The DMFs are being funded through statutory contributions of 30% of royalty by miners who were granted mining leases before MMDR Amendment Act, 2015 and 10% of royalty by miners who were granted mining leases after MMDR Amendment Act, 2015. Pradhan Mantri Khanij Kshetra Kalyan Yojana (PMKKKY) is being implemented through fund collected under DMFs for welfare and development of mining affected areas and people.

(b): As per information provided by the State Governments, the details of implementation of PMKKKY (till May, 2019) are as under:

Rs. 0.47 Cr has been collected under DMF in Jamui district in Bihar till May, 2019.

(c): Question does not arise.

(d): As per Section 9B of the MMDR Amendment Act, 2015, the composition and functions of the DMF shall be such as may be prescribed by the State Government. Ministry of Mines has issued guidelines for the effective and efficient implementation of PMKKKY on 16.09.2015. All 21 major mineral rich States have framed DMF Rules. The rules provide for setting of Managing Committee and Governing Council for implementation of the projects and to monitor the progress of implementation. All the work under PMKKKY, from project planning to the project completion is the responsibility of the District Level Committee.
