Question : Funds for School Buildings

(a) whether the Government provides hundred per cent funds for the construction of buildings of schools up to class 10th;
(b) if so, the details of the amount provided State-wise and district-wise;
(c) the number of schools up to class 10th which have no buildings in Madhya Pradesh;
(d) whether funds have been sanctioned for the construction of school buildings;
(e) if not, the time by which funds are likely to be provided for the construction of school buildings along with the details thereof;
(f) whether construction of school buildings up to class 10th have been sanctioned in Seoni and Balaghat districts of Balaghat parliamentary constituency; and
(g) if so, the details of the amount School-wise?

(a) and (b): The Department of School Education and Literacy has launched an Integrated Centrally Sponsored Scheme for School Education - Samagra Shiksha with effect from 2018-19. It is an overarching programme for the school education sector extending from pre-school to class XII and aims to ensure inclusive and equitable quality education at all levels of school education.
Under Centrally Sponsored scheme of Samagra Shiksha support is provided as per the fund sharing pattern as decided by the Ministry of Finance. The fund sharing pattern is in the ratio of 60:40 between Centre and State for all States and Union Territories with Legislature except for the 8 North-Eastern States and 2 Himalayan States viz. Himachal Pradesh and Uttarakhand and UT of Jammu and Kashmir, where it is 90:10. It is 100% centrally sponsored for Union Territories without Legislature.
(c): As per Unified District Information System for Education (UDISE+), 2019-20, Out of 99,410 Government schools up to class 10th in Madhya Pradesh, there are 1420 Government schools without building up to class 10th.
(d) and (e): Under Samagra Shiksha, States and UTs are supported for strengthening of existing Government schools, and for creation and augmentation of infrastructure facilities as per Annual Work Plan and Budget of respective State/UT. The scheme also provides for an annual recurring composite school grant varying up to Rs. 1,00,000/- per annum depending upon the number of students, for all government schools, out of which at least 10% is to be spent on activities related to Swachhata Action Plan (SAP) for hygiene and sanitation. The scheme also provides for annual maintenance and repair of existing school building, toilets and other facilities to upkeep the infrastructure in good condition. The State/UT-wise details of fund allocated for construction of school buildings up to class 10th under Samagra Shiksha during 2018-19 to 2021-22 are at Annexure-I.
(f) and (g): The School-wise buildings sanctioned in Seoni and Balaghat Districts of Madhya Pradesh under Samagra Shiksha from 2018-19 to 2021-22 are at Annexure-II & III respectively.
