Question : Upgradation of Hospitals and Medical Colleges due to COVID-19

(a) whether National Health Mission has initiated steps for the upgradation of district hospitals and medical colleges due to COVID-19, if so, the details thereof, State/UT-wise;

(b) the details of the proposed upgradation of district hospitals and medical colleges in the State of Madhya Pradesh, district-wise; and

(c) the details of the certification required to ascribe the cause of death to COVID-19?

(a) Public Health and Hospital is a State subject. Under National Health Mission (NHM), financial and technical support is provided to the States/UTs to strengthen their healthcare systems upto District Hospitals, including up-gradation of District Hospital based on the requirements posed by them in their Programme Implementation Plans (PIPs) within their overall Resource Envelope. However, under COVID-19 Emergency Response & Health System Preparedness Package-II (ECRP-II) of the Ministry of Health and Family Welfare, support is provided to States/UTs to increase availability of ICU beds in public health facilities, for augmenting oxygen beds at Sub-Health Centres, Primary Health Centres & Community Health Centres in rural, peri-urban & tribal areas and establishing RT-PCR labs etc. Besides, there is a provision for establishing Paediatric Units (including Oxygen Supported beds and ICU/HDU beds) in all the Districts of the country.
The Ministry of Health and Family Welfare is implementing Centrally Sponsored Schemes for upgradation of existing State/Central government Medical Colleges for increasing MBBS seats and Post Graduate seats in the country.
The Pradhan Mantri Swasthya Suraksha Yojana (PMSSY) aims at correcting regional imbalances in the availability of affordable tertiary healthcare services and to augment facilities for quality medical education in the country. The Scheme has two components, namely, (i) Setting up of All India Institute of Medical Sciences (AIIMS); and (ii) Upgradation of existing Government Medical Colleges/Institutions (GMC/GMI). So far 75 projects for upgradation of GMC/GMIs have been approved under the Scheme in various phases.

(b) The development of 6 District Hospitals (Bhopal, Dewas, Hoshangabad, Sehore, Mandla and Dindori) in Madhya Pradesh as Model District Hospital has been approved under NHM in FY 2021-22. Construction of Super Specialty Block in Government Medical Colleges at Rewa, Jabalpur, Gwalior and Indore approved under PMSSY in Madhya Pradesh. Medical Colleges at Bhopal, Indore, Gwalior, Jabalpur, Rewa and Sagar has been approved for upgradation to increase MBBS seats and start new Post Graduate (PG) disciplines / increasing PG seats in Madhya Pradesh.
(c) The Ministry of Health & Family Welfare had issued guidelines to the States/UTs on correct recording of COVID-19 related deaths vide letter dated 09.10.2020.
