(a) the steps proposed to be taken during the Tenth Plan period to spread the network of Small Scale Industries in the industrially backward State;

(b) whether any instructions have been issued to the banks making it mandatory for them to provide finance to the people who have been trained in the recognized Industrial Training Institutes for setting up their own industries;

(c) if so, the details thereof, State-wise; and

(d) if not, the reasons therefor?

STATEMENT REFERRED TO IN REPLY TO PART (a) TO (d) IN RESPECT OF LOK SABHA STARRED QUESTION NO. 394 FOR ANSWER ON 19.08.2003.

(a): Small Scale Industrial (SSI) units are set up by individual entrepreneurs. Government does not set up any SSI units. The development and promotion of the SSI units is primarily the responsibility of the State/UT Governments concerned. However, the Central Government supplements the efforts of State/UT Governments through various schemes/programmes, including the measures announced as Comprehensive Policy Package for small scale sector to enhance its competitiveness, both domestically and globally. All such on-going schemes/programmes relating to enhanced fiscal and credit support, better infrastructure, marketing facilities, incentives for technology upgradation, managerial and entrepreneurial development programmes etc. have been continued for the 10th Plan period also. The schemes/programmes of Central Government are uniformly implemented across the country except the special concessions provided by the Government under the package announced for States in the North Easter Region, Jammu & Kashmir, Himachal Pradesh and Uttranchal.

(d): To enhance the fiscal and credit support for development and promotion of small scale sector including setting up of small scale units, a Credit Guarantee Fund Trust has been set up to provide guarantee for collateral free credit facilities upto Rs. 25.00 lakhs. 417 specialized SSI branches of banks have also been opened to provide better service and credit facilities to the SSI Units.
