Question : MSMES IN BACKWARD REGIONS



(a) whether the Micro, Small and Medium Enterprises (MSME) have spurred the industrial development in the country and are instrumental in removing regional imbalances;

(b) if so, the details thereof;

(c) whether the Government has any scheme/policy for promoting the MSME sector in the industrially backward regions of the country; and

(d) if so, the details thereof and the funds allocated for the purpose during each of the last three years and the current year?

(a) to (d): The Micro, Small and Medium Enterprises (MSME) sector play vital role in removing regional imbalances in industrial development across the country. These units are established with small investment of capital which create employment opportunities to skilled and un-skilled workforce, consume optimally the local resources, develop niche markets and promote ancillarisation, facilitating thereby overall growth of the region where they are located. State-wise Distribution of Estimated number of Enterprises and Employment of Micro, Small and Medium Enterprises Sector, is at annexure.

The Ministry of Micro, Small and Medium Enterprises has been implementing various schemes and programmes for promotion of Micro, Small and Medium Enterprises (MSMEs) at all India level including industrially backward regions. The major schemes / programmes includes Prime Minister’s Employment Generation Programme (PMEGP), Credit Guarantee Scheme, Credit Linked Capital Subsidy Scheme (CLCSS), National Manufacturing Competitiveness Programme, Cluster Development Programme, Marketing Development Assistance, Skill Development Programme, International Cooperation Scheme etc. For implementing various schemes for the development of MSMEs, Government has allocated Rs.2,700.00 crore, Rs.2,835.00 crore, Rs.2,977.00 crore and Rs. 3,327.00 crore for 2011-12, 2012-13, 2013-14 and 2014-15 respectively.
