Question : Permanent Buildings for Anganwadi Centres

Will the Minister of WOMEN AND CHILD DEVELOPMENT be pleased to state:

(a) the number of Anganwadi and mini Anganwadi centres presently functional in the country along with the facilities provided, number of children registered therein and the funds allocated/released and utilized by them during each of the last three years and the current year, State/UT-wise;
(b) whether the Government proposes to set up more anganwadis including anganwdis of next generation and has received proposals in this regard from States/UTs and if so, the details thereof indicating the proposals received and approved in this regard along with the funds allocated thereunder, State/UT-wise;
(c) whether the Government has taken note that many anganwadis do not have permanent buildings and functioning in rented buildings across the country and if so, the details thereof, State/UT-wise;
(d) the action plan of the Government for construction of their permanent buildings and use of eco-friendly material therefor along with the funds provided for the purpose during the said period; and
(e) whether the Government has fixed any target for construction of permanent buildings of such anganwadis and if so, the details thereof?

(a) The number of Anganwadi and mini-Anganwadi centres sanctioned and operational, child beneficiaries of supplementary nutrition and pre-school education services provided during the last three years and current year (as on 31.12.2015) are as under :-

State/UT-wise details of child beneficiaries and facilities provided at Anganwadi Centres are given at Annex-I.
The State/UT-wise details of funds released to the States/UTs under ICDS during the last three years and the current year are given at Annex-II. The State/UT-wise details of funds released to the States/UTs for construction / upgradation of Anganwadi Centre buildings during 2013-14, 2014-15 and current year are given at Annex-III.

(b) The Integrated Child Development Services (ICDS) Scheme is a Centrally Sponsored Scheme being implemented by State Governments/UT Administrations. Under the restructured ICDS Scheme, 14 lakh Anganwadi Centres/Mini-Anganwadi Centres were sanctioned by the Government of India. All these Anganwadi Centres have already been allocated to respective States/UTs and therefore there is no proposal to set up more Anganwadis including Anganwadis of next generation at this stage. However, no proposal has been received from the States/UTs in this regard.

(c) State-wise details of the Anganwadi Centres functioning from the permanent buildings and rented buildings are given at Annex-IV.

(d)&(e) Under the Restructured Integrated Child Development Services (ICDS) Scheme, a provision for construction of 2 lakh Anganwadi Centre (AWC) buildings @ Rs. 4.50 lakh per unit has been made during the XII Five Year Plan.

Separately, under the revised guidelines for construction of Anganwadi Centres under MGNREGS in convergence with ICDS [issued jointly by Secretary, WCD, Secretary, Ministry of Rural Development and Secretary, Ministry of Panchayati Raj on 17th February, 2016] 4 lakh AWC buildings are planned to be constructed in next four years [i.e. by 2019] in phases in following manner :

1. In 200 High Burden Districts in first year;
2. In second year, another 200 districts covering the NE States, Himalayan States and those States not covered in the first year;
3. 50% of remaining districts in third year;
4. Remaining districts in fourth year.

Under MGNREGA, expenditure up to Rs.5 lakhs will be allowed for construction of an AWC building. Beyond this, the expenditure will be borne from the ICDS Scheme of the MWCD, including finishing of the building consisting of flooring, painting, plumbing, electrification and wood work etc., as a separate work. The ICDS funds for construction of AWC buildings to the extent of Rs. 2 Lakh per unit will be released by the Central Government in two installments in the prescribed cost sharing ratio of 60:40 between Centre and States (90:10 for NER and Himalayan States) to the States/UTs.

Under the aforementioned guidelines, the total land areas of the site for construction of AWC building should be 1500- 2000 sq. ft. which should cover at least 600 sq. ft. of build areas, boundary wall, kitchen garden, play area, etc. The AWC buildings shall be model buildings, using eco-friendly materials, equipped with safe drinking water, child friendly with all relevant infrastructure, separate sitting room for children/women, separate kitchen, store for storing food items, child friendly toilets and space for playing of children.
