Question : PRADHAN MANTRI GRAM SADAK YOJANA



(a) the status of physical and financial progress including the length of road constructed and funds allocated, released and spent during the last three years and the current year under various phases of Pradhan Mantri Gram Sadak Yojana (PMGSY), State/UT-wise and year-wise;

(b) whether the targets set under the scheme have been achieved, if so, the details thereof and the targets set for the Twelfth Five Year Plan;

(c) the current status of physical and financial progress of PMGSY-II launched by the Government and its aim and objectives and the criteria for selection of villages;

(d) the details of rural habitations which are yet to be covered under the scheme;

(e) the details of proposals received and sanctioned under the scheme from various States including Kerala during the last three years and the current year and the action taken by the Government thereon, State/UT and year-wise;

(f) whether the Government has reduced the allocations under the scheme in the current financial year;

(g) if so, the details thereof and the reasons therefor; and

(h) the steps taken by the Government to implement and monitor the scheme effectively?

(a) Year-wise and State-wise details of road length completed, details of indicative annual allocation of central fund, fund released and expenditure incurred as reported by the States under Pradhan Mantri Gram Sadak Yojana (PMGSY)are atAnnexure I-A & I-B.  

(b) The estimated targets set for the Twelfth Five Year Plan are as follows:  

(I) Numbers of habitations to be connected: 24,356.

(II) Road length to be completed: 1, 80,910 km.

(c) This Ministryhas recently launched Pradhan Mantri Gram Sadak Yojana-II (PMGSY-II) which envisages consolidation of the existing Rural Road Network to improve its overall efficiency. It aims to cover upgradation of existing selected rural roads (Through Routes and Major Rural Links) selected from District Rural Road Plan (DRRP), based on their economic potential and their role in facilitating the growth of rural market centres and rural hubs. The programme guideline prescribes that the selection of routes by the States would be with the objective of identification of Rural Growth Centres and other Rural Hubs and rural places of importance i.e. growth poles, rural markets, transit places, education and health centres etc.

At present, 6 States namely Andhra Pradesh, Gujarat, Haryana, Karnataka, Maharashtra and Uttar Pradesh have been sanctioned projects under PMGSY-II. The State wise Physical and Financial Progress of PMGSY-II is given at Annexure II.  

(d) Out of 1,78,184 eligible habitations 1,03,814 habitations have been connected up to October, 2014 and 74,370 habitations remains to be connected.  

(e) The details of proposals received and sanctioned by the Ministry from various States including Kerala during the last three years and the current year under PMGSY are at Annexure-III.  

(f&g) Allocation of Central Fund for PMGSY during 2013-14 was Rs. 21,700 crore at BE stage which was substantially reduced to Rs. 9,806 crore at RE stage. Annual allocation of Central Fund for PMGSY at BE Stage is Rs. 14,391 crore during year 2014-15.  

(h) Rural Roads is a State subject and timely completion of PMGSY roads is the responsibility of the respective State Governments. State Governments are advised through various Regional Review meetings & Empowered Committee meetings to take suitable necessary action to expedite timely completion of road works under PMGSY. The following steps have been taken by the Ministry to ensure effective implementation of PMGSY:

i. States have been requested to augment executing capacity and contracting capacity and their compliance in this regard is regularly reviewed.

ii. Bidding document provisions have been rationalized.

iii. Training is imparted to field engineers and contractors as well as their staff for capacity building, which facilitates timely implementation.
