Question : Left Wing Extremism

(a) the names of the districts in Chhattisgarh where programmes of assistance/schemes for Left Wing Extremism (LWE) is implemented;

(b) whether Rajnandgaon and Kabirdham districts are included in that list;

(c) if so, the amount of funds received by Rajnandgaon and Kabirdham districts from Central and State Governments, district-wise;

(d) whether any committee is constituted for action plan approved and review for spending LWE funds;

(e) whether the Government is contemplating any provision of the role or advise of MPs in the said Committee; and

(f) if so, the details thereof?

(a) & (b): At present 14 districts of Chhattisgarh including Rajnandgaon and Kabirdham, are covered under Security Related Expenditure (SRE) Scheme for the purpose of reimbursement of expenditure incurred by the States on counter LWE operations.

(c): The funds are not released directly to the districts but to the respective State(s). The details of districts of Chhattisgarh and amount of funds released to

Chhattisgarh Government under various scheme like Security Related Expenditure (SRE) scheme, Special Infrastructure Scheme (SIS) and Special Central Assistance (SCA) Scheme to supplement the development efforts are annexed.

(d): The Government is monitoring the progress of the schemes in the LWE affected areas at various levels. Each scheme is monitored by a Committee, which approves the plans of States, fund releases to the States and monitors the progress. As regards to the development initiatives an Empowered Committee set-up by Ministry of Home Affairs regularly monitors and reviews the progress of the schemes being implemented by other line Ministries. Further regular reviews are undertaken by HM, Cabinet Secretary and Union Home Secretary with the Central Ministries/Departments and State Governments.
