Question : Building of Check Dams

(a) whether the Government proposes to build more check dams in the States where there is abundant rainfall to help sustainable flow and to store the water;
(b) if so, the details thereof; and
(c) the details of action plan drawn up/implemented in the States with funds sanctioned/spent in this regard since 2014 to till date?

(a) to (c) Water is a state subject and the Central Government supplements the efforts of the states on water conservation including construction of check dams through technical and financial support.
Construction of check dams is one of the water conservation measures which are taken up depending on the topographical, geological, geo-morphological and hydrological parameters of an area. While undertaking water conservation measures, Government encourages construction of check dams as well.
Government has taken up following steps for encouraging building of check dams across the country:
(i) Construction and maintenance of check dams is one of the permissible activities under Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS).
(ii) This activity is also encouraged under various programmes/ schemes of the Government viz. Watershed Development, Pradhan Mantri Krishi Sinchayee Yojana (Repair, Renovation and Restoration of Water Bodies component) and Rashtriya Krishi Vikas Yojana (RKVY).
(iii) Under “Jal Shakti Abhiyan: Catch the Rain” campaign, one of the focused interventions is water conservation & rainwater harvesting which includes maintenance of old/ building of new check dams/ponds.
(iv) The Master Plan for Artificial Recharge to Groundwater- 2020 prepared by Central Ground Water Board (CGWB) envisages construction of about 1.42 crore rainwater harvesting and artificial recharge structures including check dams in the country.

The expenditure on completed and ongoing work of check dams under MGNREGS from financial year 2014-15 to current financial year (2021-22) is Rs. 22,647.16 crore. Rs. 11,179.10 crore have been released under WDC-PMKSY from 2014-15 to 2021-22. The State-wise details of central assistance from 2014-15 to 2021-22 under Repair, Renovation and Restoration of Water Bodies and Check Dam Projects under Rashtriya Krishi Vikas Yojana are attached as Annexure-I and Annexure-II respectively.
