Question : National Culture Fund

(a) whether the Government has established the National Culture Fund (NCF) and if so, the details thereof;

(b) the guidelines/criteria for the allocation of the funds under NCF;

(c) the State-wise and year-wise details of funds allocated, spent and unutilized by various departments/institutions under the said scheme, including Rajasthan during the last three years;

(d) whether the Government has identified the new historical and religious places in the country during the last three years;

(e) if so, the details thereof including Rajasthan and Tamil Nadu; and

(f) the details of the funds allocated, released and utilized in Parliamentary constituency Amravati under NCF?

(a) Yes, Sir. Government has set up National Culture Fund (NCF) as a Trust on 28th November, 1996 under the Charitable Endowment Act, 1890. NCF is managed by a (Governing) Council and an Executive Committee. The Council is chaired by the Union Minister of Culture and has a strength of 21 including 15 non-official members representing various fields including corporate sector, private foundations and not-for-profit voluntary organizations. The Executive Committee is chaired by Secretary (Culture) and has a strength of 9 including 4 non-official members from the Council.

(b) A donor/sponsor while making contributions to the NCF may indicate a project along with any specific location/aspect and also an agency for execution of the project. Besides, the interests accrued from the Primary and Secondary Corpus is also utilized for activities associated with the field of culture.

(c) The state-wise and year-wise details of funds sponsored/allocated, spent and unutilized under NCF, including Rajasthan during the last three years are at Annexure-I.


(d) & (e) Yes, Sir. Details of monuments/sites identified and declared and identified to declare them as monuments of national importance by Archaeological Survey of India (ASI) in last three years are at Annexure-II & Annexure-III, including Ancient Baori at Neemrana, Alwar, Rajasthan. No new historical and religious site has been identified in Tamil Nadu in last three years.

(f) No funds have been allocated, released and utilized in Parliamentary constituency Amravati under NCF since its inception.
