Question : Free Education for Disabled Children

(a) whether the norms/guidelines fixed for opening of Kendriya Vidyalaya have been followed in letter and spirit and if so, the details thereof;
(b) if not, the details of the cases where deviations have taken place during the last three years and the current year alongwith the reasons thereof;
(c) the remedial steps taken/being taken by the Government in this regard;
(d) whether the Government has any proposal to provide free education to physically disabled student in Kendriya Vidyalaya; and
(e) if so, the details thereof?

(a) & (b): The prescribed norms and guidelines are kept in view while processing proposals for opening of new Kendriya Vidyalayas (KVs). Any deviation from the prescribed norms is referred to the Board of Governors (BoG) of Kendriya Vidyalaya Sangathan (KVS) for consideration. In the case of some KVs the land norms have been relaxed by KVS with the approval of competent authority as the concerned State Government / Sponsoring Authority could not provide requisite extent of land. The details are annexed.
During the academic year 2015-16, one KV has been opened at Raichur under the sponsorship of a State Public Sector Undertaking (PSU) viz. Hutti Gold Mines Company Limited, Karnataka. The sponsoring authority has committed to bear all recurring and non-recurring expenditure relating to this KV and also to comply with requisite terms and conditions.
(c): Does not arise.
(d) & (e): As per the existing guidelines of KVS, disabled students are fully exempt from the payment of tuition fees and Vidyalaya Vikas Nidhi for all classes till Class VIII, except for computer fees which are charged from all students.
