STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (c) OF LOK SABHA STARRED QUESTION NO. 292 DUE FOR REPLY ON 6TH DECEMBER, 2016.
(a) to (c): Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) has been operationalised from 1st July, 2015 with the objective of enhancing irrigation coverage and improving the delivery system at farm level. The programme aims at end-to end solutions in irrigation supply chain, viz. water sources, distribution network and farm level applications. An area of 13.5 lakh hectare for creation of irrigation potential and 15 lakh hectare for coverage under command area development has been targeted during the period of 2015-16 to 2019-20 under PMKSY. Besides, creation of protective irrigation in 11.5 lakh hectare through watershed development projects and coverage of 10 million hectares under precision irrigation have been envisaged under the programme. An amount of Rs. 50,000 crore as central share has been earmarked for implementation of the programme.
During the year 2015-16, a target of 1.2 lakh hectare under Accelerated Irrigation Benefit Programme (AIBP), 0.3 lakh hectare for surface minor irrigation, 2 lakh hectare under command area development, 2.5 lakh hectare under groundwater development, 0.2 lakh hectare under repair restoration and renovation of water bodies, 4.4 lakh protective irrigation through water shed development and 5 lakh hectare under precision irrigation was set under the programme. The amount released during 2015-16 by the different ministries/departments for implementation of PMKSY is given at Annexure-I. The state-wise achievement under various interventions of PMKSY during 2015-16 is given at Annexure-II.

Availability of irrigation not only minimises the risk of drought but also helps farmers to get additional income due to the scope of growing more than one crop/cropping systems from the same land. As per available report, the cropping intensity in irrigated area is about 1.4.
The Union Cabinet in its meeting held on 27th July, 2016 has taken a decision to complete the ongoing 99 major and medium irrigation projects in mission mode by the end of December, 2019. The mission targets bringing additional 76.03 lakh hectare under assured irrigation. To achieve this a dedicated long term irrigation fund is being created in NABARD with an initial corpus of about Rs. 20000 crore. 23 large and medium irrigation projects have been targeted for completion in 2016-17.
