(a) to (c) The Coastal Regulation Zone Notification, 2011 mandated preparation of Coastal Zone Management Plan (CZMP) within two years from the date of publication of notification. However, on request by various coastal States/Union territories, validity of older CZMPs were extended from time to time. It was only in 2018-19 that most of coastal States/UTs submitted their plans to the Ministry for approval.In supersession of the Coastal Regulation Zone Notification, 2011, the Ministry issued a new Coastal Regulation Zone Notification in January, 2019. The coastal States/UTs are required to revise/update theirCZMPs prepared as per CRZ Notification, 2011 to align it with CRZ Notification, 2019, as per guidelines issued by this Ministry on 26.06.2019.
The new Coastal Zone regulation 2019 has been framed after undertaking wide ranging consultations with all stakeholders and based on the recommendations of a Committee of Experts constituted specifically for the task of scientifically addressing the issues of the coastal region. This new regulation has laid due emphasis on management and conservation of marine and coastal ecosystems, development in coastal areas, eco-tourism, livelihood options and sustainable development of coastal communities etc. The new notification is expected to go a long way in meeting the aspirations of the people in particular the coastal community.
(d)to (e) In accordance with para 6 of the CRZ Notification, 2019, the coastal State Governments and Union territory Administrations are required to revise or update the respective CZMPs, as per the provisions contained in the CRZ Notification, 2019, at the earliest for the implementation of the new CRZ regulations. So far no coastal States/UTs has submitted its revised/updated CZMPs to this Ministry for approval.
