Question : Assistance under Mission for Integrated Development of Horticulture

(a) the details of major components under Mission for Integrated Development of Horticulture;
(b) the names of the States along with the areas in which the mission is being implemented;
(c) whether the Government has given assistance/ subsidy to farmers to take up the programme during the last three years;
(d) if so, the details thereof and the criteria fixed for providing such assistance/subsidy under the said mission;
(e) whether there is any provision to review such assistance from time to time with a view to double the income of farmers;
(f) if so, the details thereof and if not, the reasons therefor; and
(g) the manner/ways in which the Government will double the income of farmers?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (g) OF LOK SABHA STARRED QUESTION NO. 280 DUE FOR REPLY ON 22nd MARCH, 2022.
(a): Mission for Integrated Development of Horticulture (MIDH) is a Centrally Sponsored Scheme implemented from 2014-15 for holistic development of horticulture in the country, covering fruits, vegetables, root and tuber crops, mushrooms, spices, flowers, aromatic plants, coconut, cashew and cocoa.
Details of the major components under MIDH are as under:
i) Setting up of nurseries, tissue culture units for production of quality seed and planting material.
ii) Area expansion i.e. Establishment of new orchards and gardens for fruits, vegetables, and flowers.
iii) Rejuvenation of unproductive, old, and senile orchards.
iv) Protected cultivation, i.e. poly-house, green-house, etc, to improve the productivity & grow off season high value vegetables and flowers.
v) Organic farming and certification.
vi) Creation of water resources structures.
vii) Bee-keeping for pollination.
viii) Horticulture Mechanization.
ix) Creation of Post Harvest Management Infrastructure.
ix) Training of farmers.

(b): All States and UTs are covered under MIDH. MIDH scheme is being implemented in all the districts of North Eastern and Himalayan States and 384 indentified districts of the States other than North Eastern and Himalayan States. (c) & (d): Under MIDH scheme, the Ministry of Agriculture & Farmers’ Welfare allocates funds to State Horticulture Missions and not to the farmers directly. The State Horticulture Missions in turn provide the financial assistance to farmers/beneficiaries based upon the approved Annual Action Plan. However, under MIDH, States are directed to pay due attention for earmarking specific targets for Scheduled Caste,

Scheduled Tribe and Women beneficiaries. As an inbuilt provision under MIDH scheme, higher rates of subsidy have been envisaged for taking up activities like creation of infrastructure for post harvest management of horticulture produce along with area expansion by beneficiaries in the North Eastern States, Himalayan States, Tribal Sub Plan areas, Andaman & Nicobar and Lakshadweep Islands.

Note: - During 2018-19, Rs.75.00 crore and during 2020-21, Rs.57.18 crore was released for Prime Minister’s Development Package 2015 for J & K.


(e) & (f): Assistance/subsidy under the scheme are reviewed/revised while seeking extension for implementation of the scheme from the Expenditure Finance Committee (EFC) under Ministry of Finance, Govt. of India. MIDH in its current form, wherein all the different horticultural missions/schemes were subsumed under it, was launched in April, 2014 till the expiry of 12th Five year plan period i.e. upto 31.03.2017. The scheme was further approved for continuation till 31.3.2022, without any change in the cost norms.
MIDH scheme as part of Krishonnati Yojna has now been extended for implementation till September 2022 with existing cost norms.
(g): The Government has adopted several developmental programmes, schemes, reforms and policies that focus on higher incomes for the farmers. All these policies & programmes are being supported by higher budgetary allocations, non-budgetary financial resources such as creating Corpus Funds like Micro Irrigation Fund etc. There have been several reforms to unleash the potential, e.g. Formation and Promotion of 10,000 FPOs along with necessary financial support under Atma Nirbhar Package (Agriculture). Under Rashtriya Krishi Vikas Yojana (RKVY), a component called “Innovation and Agri-Entrepreneurship Development” was launched in 2018-19 with an objective to promote innovation and agri-entrepreneurship by providing financial support and nurturing the incubation ecosystem for encouraging start-ups. Under Atma Nirbhar Bharat special attention is being paid for creation of infrastructure for which “Agri Infrastructure Fund (AIF) has been created with a size of Rs. 100,000 crore. Other special initiatives include Supplementary Income transfers under PM-KISAN; Pradhan Mantri Fasal Bima Yojna (PMFBY); Pradhan Mantri Krishi Sinchai Yojana (PMKSY); Increase in Minimum Support Price (MSPs) for all Kharif & Rabi Crops ensuring a minimum of 50 percent of profit margin on the cost of production, Bee-Keeping; Rashtriya Gokul Mission; Blue Revolution; Interest Subvention Scheme; Kisan Credit Card (KCC) that now offers production loan to even dairy & fishery farmers besides agricultural crops etc. The adoption of Drone technologies


in agriculture has a potential to revolutionize the Indian agriculture and ensure country’s food security. In order to make Drone technology affordable to the farmers and other stakeholders of this sector, financial assistance @ 100 % cost of drone together with the contingent expenditure is extended to ICAR/SAU/ State governments/ State government Institutions under Sub-Mission on Agricultural Mechanization (SMAM) for its demonstration on the farmer’s fields.
