STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (e) OF THE LOK SABHA STARRED QUESTION NO.320 FOR 11.12.2000 REGARDING NEHRU YUVA KENDRAS ASKED BY SHRI JAGDAMBI PRASAD YADAV AND SHRI P.R. KHUNTE.

(a) 500 Nehru Yuva Kendras are functioning in the country.A state-wise and location-wise list of NYKs is at Annexure-I.

(b) Each Nehru Yuva Kendra of the country organises a minimum set of nine regular programmes i.e. Youth Club Development Programme, Vocational Training, Awareness Campaign, Work Camp, Sports Promotion Programmes, Workshop and Seminar, Cultural Programmes and Celebration of Weeks and Days, Adventure Promotion Programme.
Besides the above, District Nehru Yuva Kendras of the Country also implement the schemes of the Ministry of Youth Affairs & Sports. These schemes are National Service Volunteers Scheme, Youth Development Centre, Financial Assistance to Youth Clubs, Awards to outstanding Youth Clubs at District, State and National Level and Scheme of Rural Sports Club. Details of activities are at Annexure II.

(c) & (d) : Information is being collected and will be laid on the Table of the House.

(e) In addition to their regular programmes, NYKS is also implementing the following schemes of this Ministry on agency basis:-

i) National Service Volunteers Scheme, ii) Youth Development Centre, iii) Financial Assistance to Youth Clubs which includes Awards to Outstanding Youth Clubs and also Financial Assistance to Rural Sports Clubs.

NYKS has also been designated as the implementing agency for the new National Reconstruction Corps Scheme which has been launched recently.

Efforts have also been made to enhance the programme funds for these kendras to make their impact more visible.

ANNEXURE II REFERRED TO IN REPLY TO PART (b) OF THE LOK SABHA STARRED QUESTION NO. 320 FOR 11.12.2000

REGULAR PROGRAMMES OF NYKS

· Youth Club Development Progrmme - The main objective of this programme is to promote the Youth Club movement in the country.Under this programme 5 days orientation camp for 25 youth is organised to generate awareness among them about various social issues and motivate them to form Youth Club in their village. A sum of Rs. 4690/- is spent on each YCDP.

· Awareness Generation Programme- The programme is designed to address any immediate or prevailing problem(s) or issue (s) of local and social importance affecting the life of the people, particularly the youth in rural areas. For the organisation of a campaign which is of 5 days duration, a sum of Rs. 2000/- has been earmarked.

· Vocational Training Programme- This programme is organised to improve vocational skill of the rural youth so that they may supplement their income from the existing occupation. Budget to the tune of Rs. 2000/- is earmarked for each Kendra.

· Sports Promotion Programme- This progrmme is organised with a view to popularize rural sports and games which require minimum infrastructure, equipment & finance. Total budget allocated is to the tune of Rs. 12000/- for the purchase of equipments and organisation of a minimum of 4 sports tournaments.

· Workshops & Seminars - The main objective is to know the philosophy, spirit and history behind the observance of a National and International Day/Week. A Budget to the tune of Rs. 2380/- per Kendra under this head has been allocated.

· Cultural Programme - The main objective of this programme is to promote and encourage the local folk art and culture and throuth this convey important social messeges. Total budget to the tune of Rs. 4000/- per NYK is earmarked under this head.

· Work Camps- The objective is to foster among the youth a sense of dignity of labour, leadership qualities, promote skills and capacity for implementation of schemes and management of community assets. Such camps are of 5 days duration involving atleast 25 youth. Besides ‘ Shramdan’, these camp are also used for discussing socially relevant developmental issues. A budget of Rs. 4690.00 is earmarded under this head.

· Adventure Promotion Programme _ The objective is to develop the spirit of adventure among the youth. The total earmarked budget is Rs. 10000/- for two adventure activities.

· Celebration of National & International Days/ Weeks To generate awareness about the objective, theme and philosophy behind the National and International days among the rural masses. A budget of Rs. 7000/- per Kendra is earmarked.

Schemes of Ministry of Youth Affairs and Sports being implemented by NYKS

· National Service Volunteers _ The primary objective of NSV scheme is to provide opportunities to those graduate students below 25 years of age who feel motivated to serve the community for a year or two. Each volunteer is paid an honorarium of Rs. 700/- p.m. About 5000 NSVs are with the NYKS and their services are utilized by the Kendras.

· Youth Development Centres - The main obje ctive of this scheme is the overall development of the rural youth in the country through the instrumentality of a Youth Development Centre which would serve a cluster of 10 villages. The YDC is to function as a center of information, training and development ofsports for the youth in the rural areas. One time financial assistance of Rs. 30,000/- is given to each YDC in normal areas and Rs.45,000/- per Club for tribal areas, as per the existing scales.

· Awards to Outstanding Youth Clubs - The objective of the scheme is to encourage the growth of youth club which have been recognised as catalyst of social change. The award money at district level isRs.10,000/- , State level is Rs.25,000/- and at National level is Rs. 100,00/-, 50,000/- ,25,000/- for Ist, Iind, IIIrd position respectively.

· Financial Assistance to youth Clubs - The main philosophy behind this scheme is to encourage newly established youth club. Under this scheme assistance to the tune of Rs. 10,000 per youth club for normal area and Rs. 15,000/- per youth clubs for tribal areas are being given to such youth clubs which are registered under Societies Registration Act 1860 or corresponding state act who fulfill the requirements of the scheme.

· Rural Sports Clubs Scheme - The principal objective of this scheme is to help the emergence of a countrywide network of Sports Club Culture for channelizing the energies of youth for constructive activities on one hand and exploring and nurturing sports talent in rural and tribal areas on the other. Budget to the tune of Rs. 30,000/-

(normal area and Rs. 45,000 (tribal area) are earmarked for each such club. NYKS has been entrusted with the responsibility to implement this scheme .
