(a) whether the Government has received representations from various sports federations including Table Tennis Federation of India requesting the Government to constitute Sports Tribunal to resolve disputes related to the field of sports;

(b) if so, the details thereof and the action taken thereon;

(c) whether there is any Grievance Redressal Mechanism to resolve dispute in the field of sports at the national and state level; and

(d) if so, the details thereof?

(a) No, Madam.

(b) Does not arise.

(c) & (d) Madam, ‘Sports’ is a State subject. Promotion & development of sports including setting up of a grievance redressal mechanism, is the responsibility of the concerned National Sports Federation (NSF) and the State Governments. However, Government has laid down guidelines for redressing the grievances relating to prevention of sexual harassment of women athletes, selection of players, prevention of age fraud etc. The Guidelines of 2001 laid down the principles, which now stand subsumed in the National Sports Development Code of India (NSDCI) 2011. The guidelines aim at protection of sportspersons` interests and their welfare, and quick and impartial redressal of their grievances. Under the guidelines, each NSF is required to introduce a machinery for redressal of players’ grievances. This machinery is required to be vested with the authority to redress grievances speedily. Appeal and other procedures are, therefore, to be codified and circulated.
