Question : Allocation for Farming Activities

(a) the details of allocation of funds/budget earmarked for agriculture sector during the 11th and 12th Five Year Plans;

(b) whether there has been no improvement in the infrastructures for agricultural development such as market, irrigation, transportation, despite huge allocation of funds during the said period and if so, the details thereof and the reasons therefor;

(c) whether the Government has set up/proposes to set up new companies to provide seeds, fertilizers, pesticides, technical solutions, weather updates etc. to the farmers for carrying out farming activities in the country and if so, the details thereof; and

(d) whether several States including Kerala have submitted some projects for the promotion of farming activities and if so, the details thereof and the action taken by the Government in this regard?

(a): A statement indicating the details of budgetary allocation of funds during the 11th and 12th Five Year Plan (year-wise)is annexed.

(b): The Government is implementing a number of Centrally Sponsored/Central Sector Schemes namely National Food Security Mission, Mission for Integrated Development of Horticulture, National Mission on Oilseeds & Oilpalm, National Mission for Sustainable Agriculture, National Mission on Agriculture Extension & Technology, National Crop Insurance Programme, Unified National Agriculture Markets, Rashtriya Krishi Vikas Yojana, Soil Health Card, Neem Coated Urea, Paramparagat Krishi Vikas Yojana (PKVY), Pradhan Mantri Krishi Sinchai Yojana(PMKSY). The objectives of these schemes are to help the farmers in increasing their productivity, reducing cost of cultivation, achieving high yield per unit, realizing remunerative prices and for improvement in infrastructure for agricultural development such as

market, irrigation, transportation.

(c): The New Investment Policy, 2013 of Government of India facilitate fresh investment in urea sector and reduce import dependency. Further, Government has approved setting up a new Brownfield Ammonia Urea Complex of minimum 8.646 lakh metric tonne per annum at Namrup within the existing premises of Bharamputra Valley Fertilizers Corporation Limited.Beside, the Government has also approved revival of five closed units of Fertilizer Companies of India Limited(FCIL) at Gorakhpur, Kobra, Ramagundam, Sindri and Talcher and also Barauni unit of Hindustan Fertilizers Corporation Limited (HFCL) for setting up of a 1.3 million metric tonne per annum Urea Ammonia pant each. Similarly, the Gramin Krishi Mausam Seva (GKMS) has been successful in providing the crop specific advisories to the farmers through different print/visual/Radio/IT based wider dissemination media including short message service (SMS) and Integrated Voice Response System (INVRS) directly to farming community. Agro-meteorological advisories are also being disseminated in vernacular languages through “Kisan SMS” through portal (http://farmers/gov.in/) launched by the Ministry of Agriculture, Government of India since July 2013. At present 6.87 million farmers have directly subscribed and are receiving advisories.

(d): For the year 2015-16, against the total allocation of Rs. 10160.43 crores for the centrally sponsored schemes, an amount of Rs. 5108.37 crores has been concurred for release (up to 10.12.2015) to all the States/UTs. In respect of Kerala, against the budgetary allocation of Rs.165.44 crore, an amount of Rs. 83.70 crore has been released (up to 10.12.2015).
