(a) and (b) To assess the status of sanitation coverage in rural areas of the country, Ministry of Drinking Water and Sanitation had conducted a Baseline Survey in 2012-13 through the States/UTs. As per the data reported by the States/UTs on Integrated Management Information System (IMIS) of Swachh Bharat Mission (Gramin) [SBM(G)], about 9.8 crore rural households did not have toilets. State/UT-wise number of total households, households with toilets and household without toilets, as per the Baseline Survey, are given in Annexure-1.
The Government had launched the SBM(G) with effect from 2nd October, 2014 with the aim to achieve universal sanitation coverage by 2nd October, 2019 by providing access to toilet facilities to all rural households in the country. SBM(G) is a demand driven programme, with the primary focus being behavior change of the people, leading to construction and usage of toilets and achievement of open defecation free communities. As on 24 December 2018, over 9.07 crore household toilets have already been constructed under the SBM-G. Community Sanitation Complexes are constructed by the Community/Gram Panchayat, and they take the responsibility of its operation and maintenance. Such complexes can be made at public places, markets, bus stands etc., where large scale congregation of people takes place.
(c) and (d) Under SBM(G), funds are not allocated/released component-wise. However, State/UT-wise and year-wise expenditure on construction of IHHLs and CSCs, and that on Information, Education and Communication (IEC), since 2015-16, as reported by the States on the Integrated Management Information System (IMIS) of SBM(G), are given at Annexure-2 and Annexure-3 respectively.
