Question : Payment for Procurement

(a) whether foodgrains procured from a number of States have not been handed over to Food Corporation of India;
(b) if so, the reasons therefor;
(c) whether the payment for such foodgrains has been made to farmers/agencies;
(d) if so, the details thereof and the reasons therefor indicating the total number of such cases reported, State-wise;
(e) whether the Government has received any report/complaint regarding disappearance of foodgrains from the godowns in various States including Punjab; and
(f) if so, the details thereof and the corrective steps being taken by the Government in this regard?

(a), (b), (c) & (d) Under DCP system, in case state does not have any excess foodgrains over their requirement under TPDS and OWS, they do not hand over procured stock to FCI
In certain cases when millers failed to hand over rice within prescribed period, that quantity of rice is deleted from Central Pool.
Sometimes State procures foodgrains for their own State Welfare Schemes (not funded by GOI). These foodgrains are not handed over to FCI.
Farmers are paid MSP at the time of purchase by FCI/procuring agencies as per directions of GOI within stipulated time period after the procurement of foodgrains.
(e) & (f) No complaint has been received in relation to disappearance of foodgrains from the godowns in various States including Punjab.
