Question : INDEPENDENT REGULATORY AUTHORITY



(a) whether the Government has decided to set up an independent Regulatory Authority for assessment and accreditations of higher educational institutions on the lines of credit rating agencies;

(b) if so, the details thereof;

(c) whether the proposed authority will be different from the present accreditation agencies like National Accreditation Council of AICTE etc.; and

(d) the time-frame by which the said authority is likely to be established?

(a) & (b): No, Madam. After the lapsing of the National Accreditation Regulatory Authority for Higher Educational Institutions (NARAHEI) Bill, 2010 due to dissolution of the XVth Lok Sabha, no new Bill for setting up an independent Regulatory Authority for assessment and accreditation of higher educational institutions has been introduced in the Parliament. The Central Government has accorded approval to the University Grants Commission (UGC) (Recognition and Monitoring of Assessment and Accreditation Agencies) Regulations, 2014. As per these Regulations the UGC shall take measures to develop and regulate the process of assessment and accreditation of higher educational institutions and programmes conducted therein, and to monitor the functioning of assessment and accreditation agencies.

(c) & (d): In view of above, do not arise.
