Question : Training to Youth under DDU-GKY

(a) whether the Government is running the Deen Dayal Upadhyay Grameen Kaushalya Yojana (DDU-GKY) in the country and If so, the details thereof, State-wise including West Bengal;

(b) whether the rural youths of North Bengal districts including Darjeeling and Kalimpong are being imparted training under this scheme;

(c) if so, the details thereof and if not, the reasons therefor;

(d) whether the youths are getting financial benefits and sufficient employment opportunity after completion of their training and if so, the details regarding the number of youths imparted training and employment of such youths after completion of their training?

(e) the methodology of the training being imparted to the youth under the DDU-GKY; and

(f) whether any special education project has been prepared for them and if so, the details thereof?

(a) Yes, Sir. Ministry of Rural Development is implementing Deen Dayal Upadhyaya Grameen KaushalyaYojana (DDU-GKY), a placement linked skill development program for rural poor youth under National Rural Livelihoods Mission (NRLM) since September, 2014. Rural Youth in the age group of 15-35 Years are covered under this scheme. There is a mandatory coverage of socially disadvantaged groups, i.e for SC/ST-50%, Minorities- 15%, and Women 33% under DDU-GKY.
DDU-GKY follows a 3-tier implementation architecture in PPP mode, with the National Unit responsible for policy, funding of central share and technical support, State Rural Livelihood Missions (SRLMs)/ State Skills Missions responsible for funding of state share, implementation and monitoring controls, and Project Implementing Agencies (PIAs), mostly private training partners, responsible for mobilization, training and placements.


Under DDU-GKY, two special programs are being implemented:
i. ROSHNI program is being implemented for 27 left wing extremist affected districts of 9 States with mandatory residential course with 40% coverage to women candidates
ii. Himayat- All youth of the UT of Jammu & Kashmir are covered under this scheme.
DDU-GKY follows a funding pattern of 60:40 between Centre and State generally. Funding pattern in case 8 North Eastern States, Uttarakhand and Himachal Pradesh is 90:10 between Centre and State. All UTs and also Himayat, which is being implemented in UT of J&K, receives 100% funding from Centre.
DDU-GKY is working with 760 PIAs having 1638 Projects with 1792 Training centres across the country. Under DDU-GKY, a total of 10.63 lakh candidates have been trained and 6.80 Lakh candidates have been placed since inception (September, 2014) till December, 2020. State/UT-wise break-up of the same is given at Annexure.

(b) & (c) Yes, DDU-GKY is also being implemented in various districts including districts of North Bengal. The number of candidates trained and placed in jobs in the districts of North Bengal is given below:-

Kalimpong is a newly formed district from which no candidate has so far been trained. under DDU-GKY. However, target for training 2460 candidates from Kalimpong District has been allocated by the State Government.

(d) Yes, the youths are getting financial benefits and sufficient employment opportunity after completion of their training under DDU-GKY. A total of 24802candidates of West Bengal have been trained out of which 14220 candidates have been placed in jobs upto December 2020.

(e) The training being imparted to the youths under DDU-GKY is based on the qualification pack approved by National Skills Qualification Committee. The training consists of theory, practical and on-job training imparted in domain skills, computer skills, soft skills and english skills.

(f) DDU-GKY has not prepared any special education project.
