Question : Road Accident due to Potholes

(a) the number of deaths due to road accidents across the country during the last three years and the current year, State/UT wise including West Bengal, Kerala and Gujarat;

(b) whether the maximum number of deaths are due to potholes, if so, the details thereof;

(c) whether the Government has prepared a list of the roads having maximum number of potholes, if so, the details thereof;

(d) the steps taken/being taken by the Government to make these roads pothole free;

(e) whether the Government is planning to use plastic waste to build roads across the country or the Government has received any proposal in this regard; and

(f) if so, the details thereof and the action taken by the Government in this regard?

(a) As per publication “Road Accidents in India 2016” published by Transport Research Wing of Ministry of Road Transport & Highways, the total no. of persons killed due to road accidents during the last four calendar years i.e. 2013, 2014, 2015and 2016,State/UT-wise, is Annexed.

(b) The total number of persons killed due to potholes in road accidents during the last four calendar years i.e. 2013, 2014, 2015and 2016 is given at below:

(c ) & (d) Ministry of Road Transport & Highways is primarily responsible for construction and maintenance of National Highways (NHs). These are constructed as per Indian Road Congress Standards and Ministry of Road Transport & Highways’ guidelines. All the implementing agencies of NH work are regularly instructed by this ministry to keep the highways in safe and traffic worthy condition through inspection and remedial maintenance as per the requirements within available resources.

(e) & (f) Ministry of Road Transport & Highways encourages the use of waster plastic in National Highways construction etc. especially on National Highways within 50 km periphery of urban areas having population 5 lakhs or more. The guidelines for use of waster plastic have been issued to select a stretch of at least 10 km as pilot project for assessment so as to make it compulsory in the contracts. At present, no National Highways has been constructed with waste plastic and there is no target set during 2017-18.
