Question : Lack of Coordination between State Police and Central Paramilitary Forces

(a) whether discussion has been held on issues such as lack of coordination between State police forces and Central Paramilitary Forces in tackling the naxalite problem;

(b) if so, the details thereof;

(c) whether there is any proposal to increase the special financial allowance given to the paramilitary forces and police forces posted in naxal affected areas; and

(d) if so, the details thereof?

(a) & (b): Meetings to improve co-ordination between State Police forces and Central Armed Police Forces(CAPFs) are held regularly at the level of field officers. Meetings are also organised periodically at higher levels with participation of senior officers of Ministry of Home Affairs and States. There is a standing arrangement for Unified Command meetings which are generally chaired by the Chief Minister of the concerned State with participation of officers from CAPFs and Central Agencies.

(c) & (d): Central Armed Police Forces(CAPFs) personnel deployed in LWE affected areas are entitled to Risk & Hardship Allowance depending on their place of posting.
In February, 2019, Government of India has upgraded the existing allowances and classification of districts. The increase in allowances varies from Rs.2987/- to Rs.11987/- per month for officers and from Rs.2231/- to Rs.9831/- per month for Personnel Below Officer Ranks (PBORs), depending on the areas of deployment.

CAPFs personnel deployed in LWE affected areas (excluding the State capital) have also been entitled to additional HRA as admissible at the last place of posting, if they left behind their family at the last place of posting, and the retention of accommodation has not been availed.

The State Governments provide special allowances as per their policies.
