Question : New Education Policy

(a) whether the Government has set up any panel to formulate a New Education Policy and if so,
the details thereof;
(b) whether the States have been consulted prior to finalisation of the policy and if so, the details
of such States and those remaining so far;
(c) whether the said panel has submitted its report and if so, the details thereof including the
main recommendations and the progress made so far by the Government towards the formulation
of the New Education Policy; and
(d) the time by which the policy is likely to be implemented and the benefits accrued in the rural
areas?

BHAURAO RAUT AND SHRI ANANDRAO ADSUL REGARDING NEW EDUCATION
POLICY
(a) to (d): The Government initiated the process of formulating a New Education Policy (NEP), for
which it carried out nearly a year-long consultation process across 33 identified themes. It proceeded
on three parallel tracks-online consultations through MyGov.in; grass-root consultation starting from
village level to block, district, state and zonal levels; and thematic consultations with experts
conducted by MHRD and its various autonomous bodies. The consultation process for the
formulation of New Education Policy was discussed with all the States on 21st March 2015 and was
also an agenda item in the 63rd CABE meeting held on 19th August, 2015. Six zonal meetings were
also held on NEP with the State Education Ministers, State Education Secretaries and other state
officials. The State Governments played a very important role in the entire consultation process,
especially the grassroots level consultations.
The Ministry had constituted a 5-member Committee for Evolution of the New Education
Policy on 31st October 2015 under the chairmanship of Shri T.S.R. Subramanian, former Cabinet
Secretary to the Government of India. The other four members of the Committee were Smt. Shailaja
Chandra, former Chief Secretary, NCT of Delhi; Shri Sevaram Sharma, former Home Secretary,
NCT of Delhi; Shri Sudhir Mankad, former Chief Secretary, Gujarat; and Prof. J.S. Rajput, former
Director, NCERT. The Committee submitted its report on the 27th May, 2016. The Report of the

After perusal of the report of the Committee and the recommendations from various
consultations as well as other views and comments received, ‘Some inputs for the draft National
Education Policy, 2016’ have been formulated and these can be accessed on the MHRD website at
http://mhrd.gov.in/sites/upload_files/mhrd/files/Inputs_Draft_NEP_2016.pdf. Comments/Suggestions
have been invited up to 31st July, 2016.
The Ministry has already written to all Government of India Ministries and State
Governments inviting comments/views/suggestions.
