Question : SCHEMES FOR FLOOD CONTROL



(a) the schemes formulated by the Government for flood control in the country during the Ninth Five Year Plan;

(b) the quantum of funds allocated / released for implementation of said schemes alongwith expenditure incurred thereon during the same period;

(c) whether the funds allocated were adequate;

(d) if so, the details thereof, State-wise; and

(e) the allocation of funds during the Tenth Five Year Plan?

(a)&(b) Flood Management being a State subject, flood control schemes are planned, funded and executed by the State Governments themselves out of their own resources and as per their own priorities. The Central Government renders assistance that are technical, catalytical and supportive in nature. With a view to provide financial assistance to the States, the Government of India had formulated various Centrally Sponsored/Central Sector schemes. Details of funds allocated / released in respect of various such schemes in the flood sector by Government of India during the 9th Plan are given at Annex.I.

(c)&(d) Funds have been allocated to the State Governments based upon the progress and the utilization of amount released for the purpose.

(e) Details of outlays provided in respect of various Schemes in the flood sector by the Government of India during the 10th Plan are given at Annex.II.
