Question : Computerisation of Land Records

(a) the progress made so far on Computerisation of Land Records (CLR) by the Government under National Land Records Modernization Programme (NLRMP) in the country, State/UT-wise;

(b) the number of States/UTs which have fulfilled/completed the computerisation of land records in the country;

(c) the year in which the computerisation of land records started in the country and the total fund utilised by the Government in this regard during the last three years and the current year, State/UT-wise;

(d) whether there has been any delay in the implementation or any irregularities reported/noticed by the Government in connection with computerisation of Land Records in the country; and

(e) if so, the details thereof along with the remedial steps taken/being taken by the Government in this regard?

(a) to (b):Computerization of Land Records (CLR) is one of the components of the National Land Records Modernization Programme (NLRMP) which came into existence from 2008 after merging the two erstwhile schemes namely – Strengthening of Revenue Administration & Updating of Land Records (SRA& ULR) and Computerization of Land Records (CLR). As per available information, the following 27 States/UTs have undertaken the work of CLR:

Andhra Pradesh, Assam, Bihar, Chhattisgarh, Dadra & Nagar Haveli, Daman & Diu, Gujarat, Goa, Haryana, Himachal Pradesh, Jharkhand, Karnataka, Kerala, Madhya Pradesh, Maharashtra, Manipur, Odisha, Punjab, Puducherry, Rajasthan, Sikkim, Telangana, Tamil Nadu, Tripura, Uttar Pradesh, Uttarakhand and West Bengal.

(c): The programme Computerization of Land Records (CLR) was launched in the year 1988-89, which was merged with another erstwhile scheme of SRA&ULR, and the NLRMP was started in 2008. The total amount of funds released and utilized by the States/UTs during last three years and the current year for different components to the States/UTs are given in the annexure.

(d): The States/UTs which have undertaken the work of computerization of land records are as above. No irregularities have been reported/noticed by the Government in connection with CLR in the country.

(e): Not applicable.
