Question : SCHEME FOR DISABLED PERSONS



(a) whether the Government have introduced a revised Scheme entitled `Scheme to promote voluntary action for persons with disabilities` with effect from January 20, 1999;

(b) if so, the objectives of the Scheme;

(c) whether any proposals have been received by the Government from NGOs during the year 1999-2000 in this regard;

(d) if so, the details thereof and assistance being extended to the organizations involved therein, location-wise;

(e) if not, the reasons for not considering/supporting `Survey, Research, Legal Counselling/Aid and Manpower Development, activities and setting up of Resource Centres, etc.; and

(f) measures being taken to overcome the late processing/irregular processing of applications?

(a)&(b) The Scheme to Promote Voluntary Action for Persons with Disabilities was effectively put into operation from 1st April, 1999. The objectives of the Scheme are at Annexure A.

(c) Yes, Sir.

(d) Proposals have been received from a number of organizations seeking assistance for various objectives listed in the scheme. The details of assistance given statewise during the year 1999-2000 are at annexure B.

(e)&(f) All Proposals including the ones on Survey Research Legal Counseling/Aid and Man Power Development Activities etc that are complete in all respects are examined within the framework of the norms and guidelines laid down under the scheme and are considered for sanction on merits.

ANNEXURE - A

The objectives of the scheme:

Ø To ensure effective implementation of the Act. Ø To encourage voluntary action. Ø To create enabling environment. Ø To ensure equal opportunities, equity and social justice to persons with disabilities. Ø To empower persons with disabilities. Ø To implement outreach and comprehensive Community-Based Rehabilitation programmes in urban and rural environments. Ø To enhance education opportunities at all level and in all forms. Ø To enlarge the scope of vocational and professional opportunities, income generation and gainful occupations. Ø To support all such measures as may be necessary for promoting formal as well as non-formal employment and placement oportunities. Ø To support people with disabilities in projects which are environmental friendly and eco promotive. Ø To support effort to ensure protection of human, civil and consumer rights to persons with disabilities. Ø To support legal literacy, including legal counselling, legal aid and analysis and evaluationof existing laws. Ø To support the development publication and dissemination of information documentation and training materials. Ø To support the conduct of surveys and other forms of epidemiological studies. Ø To support (a) construction and maintenance of building, (b) furniture and fixtures, and (c) installation and maintenance of machinery and equipment. Ø To support and facilitate the availability of appropriates housing homes and hostel facilities. Ø To establish the support facilities for sport, recreation, leisure-time activities, excursions, creative and performing arts, cultural and socially inclusive activities. Ø To promote research in various development areas, innovative strategies, assistive devices and enabling technologies and support production of such devices ensuring quality control. Ø To support manpower development activities to train required personnel at different levels for all programmes/projects/activities for persons with disabilities. Ø To set up well equipped resource centres at different levels. Ø To propmote and support the development of self-help groups, parent organizations and independent living. Ø To encourage coordination, cooperation and networking and multisectoral linkages. Ø To support such other measures, which may meet the needs of the persons with disability and fulfill the obligations as prescribed in Disability Act, 1995.
