Question : Payment of Wages

(a) whether the Government has formulated any scheme and fixed any time frame for payment of wages to labourers engaged in Panchayats;
(b) if so, the details thereof and the time by which the said scheme is likely to be made effective; and
(c) whether the Government proposes to develop a system of payment in proportion to number of Panchayats in the country so that payment is made on time, if so, the details thereof?

(a) to (c) Under Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), Ministry of Rural Development alongwith the States/UTs has been making concerted efforts for improving the timely payment of wages.

Direct Benefit Transfer (DBT) under MGNREGA is a major reform process where benefits are credited directly into the bank account of MGNREGA workers, preferably Aadhaar Based payments, cutting several layers in the delivery process. States/UTs have been advised to generate pay orders in time. This has resulted in considerable improvement in actual time taken to credit wages in the workers account. During the current financial year 2018-19 (as on 07.08.2018), around 92% pay orders have been generated within 15 days from the date of closure of the Muster Roll.
