Question : EDUCATIONAL FACILITIES TO CHILD LABOUR



(a) whether Government are aiding or sponsoring any schemes for providing educational facilities for child labour in the country through Non-Government Organisations or otherwise;

(b) if so, the details thereof and the salaries or stipends paid to teachers and other workers under the scheme;

(c) whether there are demands to raise the salaries/stipends to a reasonable degree to the minimum needs of such teachers and workers; and

(d) if so, the final decision taken by the Government in raising the salaries?

(a) : The Government of India has been implementing two schemes for rehabilitation of Children withdrawn from work, namely the scheme of National Child Labour Projects (NCLP) and the scheme of Grant-in-Aid to Voluntary Organisations. The scheme of National Child Labour Projects is implemented through District Child Labour Project Societies set up under the Chairmanship of the District Collector/Magistrate. 92 NCLPs are currently under implementation in 10 Child Labour endemic states for rehabilitation of 1.9 lakh children. Under the Scheme of Grant-in-aid (G.I.A.), funds are released to Voluntary Organisations, on the recommendation of the concerned State Government, for taking up action oriented projects for the benefit of working children. Over 70 projects are under implementation under the Scheme of grant-in-aid.

(b) : Under the Scheme of NCLP, Volunteers imparting Educational and Vocational Instructions in the Special schools/rehabilitation centres are paid an honorarium of Rs.800/- per month. Clerk-cum-typist-accountant and Peon of the special schools/rehabilitation centres are paid Rs.800/- and Rs.400/- p.m. (consolidated honorarium) respectively. Under the Grant-in-aid scheme to Voluntary Organisations, salaries are paid by the Organisation on the basis of approvals accorded by the G.I.A. Committee.

(c) & (d) : There has been demand for increase of salaries of staff working under the scheme of NCLP. An increase in the model budget for special schools/rehabilitation centres for child labour under NCLP scheme is envisaged. The Proposed increase, inter-alia, includes, increase in honorarium to volunteers and other project functionaries and for office support expenses.
