Question : LITERACY SCHEME



(a) whether the Government have recently formulated a new literacy scheme;

(b) if so, the salient features thereof;

(c) whether any discrepancies have come to the notice of the Government in implementation of the earlier schemes;

(d) if so, the details thereof; and

(e) the extent to which the new scheme is likely to achieve the targeted rate of literacy?

STATEMENT IN RESPONSE TO LOK SABHA STARRED QUESTION NO.331 TO BE ANSWERED ON 12.12.2000 REGARDING LITERACY SCHEME.

The Government has approved the continuation of the National Literacy Mission and the following schemes with revised parameters, enhanced financial norms and provision for expansion during the 9th Plan:

i) Literacy Campaigns & Operation Restoration.

ii) Continuing Education

iii) NLM Support to Non Governmental Organisation.

iv) Jan Shikshan Sansthan.

2. The salient features are as follows:

a) Total Literacy and Post Literacy Campaigns to be sanctioned as one integrated project.

b) Scheme of Continuing Education decentralized delegating power of sanction of projects to State Literacy Mission Authorities(SLMAs).

c) Scheme of support to Non-Governmental Organisations

(NGOs) decentralized through the State Literacy Mission Authorities.

d) State Resource Centres to be provided enhanced budget and better infrastructure.

e) Shramik Vidyapeeths renamed as Jan Shikshan Sansthans to cater to rural areas in addition to urban areas.

3. Financial norms were revised keeping in view the escalation of prices. To avoid time lag between the end of Total Literacy Campaign and Post Literacy Programme, a composite scheme was mooted. Decentralisation and delegation of powers to State Literacy Mission Authorities is for expeditious sanction of projects. Jan Shikshan Sansthan were earlier only confined to urban areas.

4. The target of National Literacy Mission (NLM) is to attain a sustainable threshold level of 75% literacy by the year 2005. It aims to provide functional literacy to non- literates in the 15-35 age group, and provide basic skills for earning livelihood.
