(a) Sports is a State subject and, therefore, development and encouragement of sports and construction of stadia is primarily the responsibility of the State Government. The Central Government has been complementing/supplementing the efforts of the State Governments for creation of sports infrastructure and conduct of competitions through schemes, namely, Rajiv Gandhi Khel Abhiyan (RGKA) and Urban Sports Infrastructure Scheme (USIS) during the last two years.
(b) State-wise details of funds released under RGKA and USIS during the last two years are given in Annexures I and II.
(c) Release of grants under RGKA and USIS were demand-driven and made against proposals received from States/UTs and other eligible entities, and which are complete in all respects as per provisions of the
respective Scheme and subject furnishing of Utilisation Certificate in respect of grants released by this Ministry. A new Central Sector Scheme called “Khelo India – National Programme for Development of Sports” has been launched in place of erstwhile RGKA and USIS, for implementation during 2016-17. All the States and other eligible entities have been asked to furnish project proposals in accordance with the guidelines of the new Scheme.
