Question : CIVILIAN AIRCRAFT HELICOPTER ACCIDENTS



(a) the details of civilian aircraft/helicopter accidents occurred along with the loss of life and property reported during the last three years and the current year, airline-wise;

(b) whether the Government has conducted investigations to find out the causes of these accidents;

(c) if so, the details and the findings thereof and the compensation payments made to the victims or their families;

(d) whether the Government proposes to frame guidelines for helicopter operations in the country and mapping of air routes of helicopters to prevent air accidents; and

(e) if so, the details thereof along with the other steps taken or being taken by the Government to avoid such accidents?

(a) to (c) The details are annexed.

(d) to (e) Directorate General of Civil Aviation has been issuing Civil Aviation Requirements, Ops Circulars and Air Safety Circulars from time to time for helicopter operations in the country. Helicopter routing for Mumbai, Delhi, Bangalore and North East India has been approved and notified in Aeronautical InformaHnn publication which is available on DGCA Website.

The remedial steps taken or being taken b/the Government to avert such accidents in future are as follows:

(i) Accident/incident data is regularly analysed and based on the analysis Air Safety Circulars are issued to bring important observations/findings to the notice of the operators to avoid recurrrence of the accidents/incidents.

(ii) Recommendations emanating from the Accident/incident investigation reports are implemented to prevent such mishaps.

(iii) As per annual surveillance programme, audit of the operators is carried out. Recommendations emanating from such reports are followed up with the operator for implementation. The compliance of the action taken by the operator is further verified during the next audit.
