Question : Outsourcing in Government Departments

(a) whether the General Financial Rules (GFR) guidelines permits Ministries/ Departments to outsource certain works including cleaning and garbage collection in their premises from private agencies;
(b) if so, the details thereof;
(c) whether the Government has noticed instances of violation of the GFR rules in this regard; and
(d) if so, the details thereof and the action taken thereon?

(a): Yes, Sir.

(b): As per Rule 178 of GFR, 2005, Ministries / Departments may outsource certain services in the interest of economy and efficiency.

(c) &(d): No instances of violation of the GFR in this regard has come to the notice of Ministry of Finance.
