Question : National e-Governance Plan in Agriculture

(a) whether the Government is implementing "National e-Governance Plan in Agriculture" in some States since 11th Plan Period;

(b) if so, the details and the present status thereof along with the aims and objectives of the said plan;

(c) the funds allocated/utilized and achievements made thereunder during each of the last three years and the current year, State/UT-wise;

(d) whether the information regarding natural calamities would be made available at the district level through said plan; and

(e) if so, the details thereof and if not, the reasons therefor?

(a) to (c): The Government is implementing a Mission Mode Project-National e Governance Plan – Agriculture (NeGP-A) in seven selected States under Phase-I of

the project from the last phase of the 11th plan (2010-11) which has been extended for implementation in the remaining 22 States and 07 UTs from 2014-15 onward. This project has been approved at a total cost of Rs.858.79 crore for implementation of this scheme over the entire country. 12 clusters of services have been identified for the project. Dissemination of Information to the farmers have been aimed through various delivery channels including Common Service Centres, Web Portals, SMSs and Kisaan Call Centres, Mobile Apps etc. Many important portals have been developed under NeGP-A such as:

mKisan Portal to enable Officers, Scientists and Experts from all Organizations and Departments of the GoI and State Governments (including State Agriculture Universities (SAUs), Krishi Vigyan Kendras (KVKs) and Agro -Meteorological Field Units (AMFUs) all over the country for disseminating information (giving topical & seasonal advisories and providing services through SMSs to farmers in their local languages) on various agricultural activities to registered farmers.

Secondly Farmers’ Portal has been developed to serve as One Stop Shop for all the farmers for accessing information on agricultural activities. Farmers can get information about package of practices; crop/seed varieties; common pests; dealer network for seeds, fertilizers & pesticides; machinery and tools; agro-met advisories etc.

Besides other portal such as Crop Insurance Portal, PGS Portal have been developed to provide information to farmers.

Besides, the Department had developed mobile applications for information on Hail Storm, Crop Insurance, Agri Market etc.

State wise details of funds released and utilization certificate (UC) received is at Annexure-I.

(d) & (e): Applications have been developed to send information on natural calamities. Besides, sending weather advisories, extreme weather alerts are also sent to the registered farmers, so that they can take necessary precautions. District Level Contingency Plans, which provide details and help in drought relief & management, Draught assessment reports during Monsoon season are shared with agriculturally important States.
