Question : Funds under MPLADs

(a) the funds allocated and released under the Member of Parliament Local Area Development (MPLAD) Scheme during the last three years and the current year;

(b) the funds utilised and durable work created thereunder;

(c) whether there has been any delay in releasing the funds under the said scheme and if so, the details thereof along with the reasons therefor and the corrective steps taken thereon; and

(d) whether the Government has appointed any committee/or any mechanism exists for reviewing the implementation of MPLAD Scheme and if so, the details thereof?

(a) to (d): A statement is laid on the table of the House.




Statement referred to in reply to parts (a) to (d) of Lok Sabha Starred Question No. 246 for answer on 03.08.2016.

(a) & (b): The annual entitlement of honourable Members of Parliament (MPs) is Rs 5 crore per annum, which is released in two equal instalments of Rs 2.5 crore each by Government of India directly to the District Authority of the Nodal District of the MP concerned.
The works are recommended by the honourable MPs and are sanctioned as well as executed through District Authorities concerned. The specific data is maintained at the District level and only broad parameters are maintained by this Ministry. Based on information received from the District Authorities, the data for the years 2013-14, 2014-15, 2015-16 and 2016-17 (as on 30.06.2016) is as under:-

Note: (i) The figures are based on the latest monthly progress reports received from the Nodal District Authorities.

(ii) There is no incongruity in the figures since the funds are non-lapsable and unspent balances as well as interest are utilized in the subsequent year(s).

(iii) Unspent balance figures are net cumulative amount available with the Nodal Districts as on 31.03.2014 for the year 2013-14, 31.03.2015 for the year 2014-15, 31.03.2016 for the year 2015-16 and as on 30.06.2016 for the year 2016-17.

(c): Release of funds under the MPLADS at the Central Government level as well as at the District level is governed by the provisions contained in the Guidelines on MPLADS.

The first installment of MPLADS funds is released subject to submission of provisional Utilisation Certificate (UC) of the previous year for at least 80% of expenditure of the first instalment of the previous year. The second installment is released on submission of Monthly Progress Report (MPR) reflecting unsanctioned balance of less than Rs.100 lakh and unspent balance of less than Rs.250 lakh with the District Authority along with the Utilisation Certificate (UC) and Audit Certificate (AC) of the immediately concluded financial year. As soon as the requisite documents and certifications are received, the funds are released by the Central Government.

The District Authorities release funds to the Implementing Agencies in accordance with the State Government’s rules/guidelines applicable for the purpose.

Funds under the MPLADS are non-lapsable, both at the end of the Central Government and at the end of the District Authorities. Members of Parliament can recommend works upto their full annual entitlement without linking with actual release of funds and District Authorities are required to undertake immediate sanction and implementation of the eligible works so recommended.

Government through the Ministry of Statistics & Programme Implementation continuously emphasizes on expeditious utilisation of funds and timely submission of required documents and certifications for further release of funds.

(d): Implementation of the Members of Parliament Local Area Development Scheme (MPLADS) in the field is undertaken by the District Authorities in accordance with the State Government’s technical, administrative and financial rules and in accordance with the Guidelines on MPLADS.

The Guidelines are modified from time to time in order to improve the design and implementation of the Scheme.

The updated Guidelines on MPLADS as on June 2016 are available in the public domain, including on the official website of Ministry of Statistics and Programme Implementation (www.mospi.nic.in).

Monitoring mechanisms, wherein the roles of the Central Government, State Governments, District Authorities and Implementing Agencies are laid down, have been duly prescribed in the Guidelines.

The Ministry of Statistics and Programme Implementation regularly reviews the implementation of the MPLADS through national-level review meetings with State Government / District officers and visits to States / Districts. The Ministry also undertakes third party physical monitoring of the MPLADS works in selected districts through independent agencies. In addition, the Comptroller and Auditor General (C & AG) of India conducts periodic Performance Audit of the MPLADS.

Wherever / whenever violations of Guidelines or irregularities in implementation of the MPLAD Scheme come to notice in the Ministry, the concerned State Government / District Authority is requested to take appropriate action, including penal and departmental action and recovery of MPLADS funds with interest.

The Ministry continuously emphasises on the qualitative, rule-bound and speedy implementation of the works under the Scheme.
