Question : COTTON DEVELOPMENT BILL



(a) whether the Government is contemplating to draft the Cotton Development Bill;

(b) if so, the details thereof alongwith objectives, provisions and salient features of the said Bill;

(c) the details of views expressed by various States in this regard; and

(d) the details of benefits of the said bill likely to be extended to the manufacturers?

(a) to (e): Government has placed in public domain the draft Cotton Trade (Development and Regulation) Bill, 2012. The Bill seeks to safeguard the interests of the textile industry, trade and consumers. It will help in making a realistic assessment of the distribution and to assess consumption of raw cotton in the country. The draft Bill was discussed with the Members of the Cotton Advisory Board on April 18, 2012. Inter Governmental consultations with State Governments are being undertaken to evolve a consensus on the provisions of the draft bill.
