Question : Introduction of Grading System for Doctors

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:
(a) whether the Government proposes to introduce a grading system for doctors to ensure their competence in their specialization and professional skill;
(b) if so, the details of the standards being drawn and if not the reasons therefor;
(c) whether the Government is aware that a standard treatment protocol defined for various illnesses need to be in place due to differences in protocol from hospital to hospital and doctor to doctor; and
(d) if so, the steps being taken by the Government to draw standardized treatment protocols so that patients have uniform treatment procedures across the country?

ANSWER

(a): No.

(b): Does not arise.

(c) & (d): Yes. Government of India has enacted the Clinical Establishments (Registration and Regulation) Act, 2010 and notified Clinical Establishments (Central Government) Rules, 2012, amendment Rules 2018 and 2020, there-under, for registration and regulation of clinical establishments (both Government and Private) in the country. No one can run a clinical establishment without registration in the States and UTs, wherever the said Act is applicable.
For registration and its continuation, the clinical establishments, among other conditions, are also required to comply with Standard Treatment Guidelines as may be issued by the Central/State Governments. So far Standard Treatment Guidelines for 227 medical conditions belonging to 21 clinical specialties/super specialties have been issued, which are available in public domain at web link https://clinicalestablishments.gov.in/En/1068-standard-treatment-guidelines.aspx. Beside these, Standard Treatment Guidelines /protocols have also been issued under various National Health programmes.





The Clinical Establishments Act, 2010 as on date is applicable in 11 States namely Sikkim, Mizoram, Arunachal Pradesh, Himachal Pradesh, Uttar Pradesh, Uttarakhand, Bihar, Jharkhand, Rajasthan, Assam and Haryana and all Union Territories except Delhi and Ladakh.
Implementation and monitoring of the provisions of the Act is within the remit of the State/UT Government.
