(a) : The primary responsibility for disaster management rests with the State Government. The concerned State Government undertakes relief measures in the wake of natural disasters including floods from the State Disaster Response Fund (SDRF) already placed at their disposal in accordance with Government of India’s approved items and norms. Additional assistance is

extended from the National Disaster Response Fund (NDRF) as per established procedure. The details of the amount released as additional financial assistance from NDRF for floods/landslide of 2019 are as under:

(b) to (e): Based on the request of Government of Kerala and assessment made by the Inter Ministerial Central Tem (IMCT), the Central Government had released Rs. 2904.85 crore from NDRF to Government of Kerala as additional relief assistance towards floods of 2018. Further, as informed by the Government of Kerala, an amount of Rs. 2113.98 crore is available in their SDRF as on 01.04.2019. After release of Centre’s share of 1st Installment for year 2019-20, Rs. 2194.38 crore is available in their SDRF for providing relief to the people affected due to notified natural calamities including floods during 2019-20.
For floods of 2019, before the receipt of Memorandum from the Government of Kerala, an IMCT had visited the affected areas of the State. After the visit of IMCT, the Government of Kerala submitted their memorandum

and sought additional financial assistance of Rs. 1624.09 crore from NDRF. Based on the memorandum and in terms of items and norms for SDRF/NDRF, IMCT has submitted its report. The report of IMCT is considered by High Level Committee as per established procedure.
Further, as informed by the State Government of Kerala, an amount of Rs. 2244 crore only (Rs. 1297.75 crore in the financial year 2018-19 and Rs. 946.61 crore in the current financial year till 03.12.2019) has been utilized.
