Question : EMPLOYMENT GENERATION



(a) the details of annual growth rate of employment along with the number of jobs generated during each of the last three years and the current year, State-wise;

(b) whether the level of unemployment in most of the States including Bihar and Jharkhand is higher than that of the national average;

(c) if so, whether the Government propose to take measures to generate more employment opportunities in these States to bring this level at par with the national average;

(d) if so, the details thereof and if not, the reasons therefor;

(e) whether there is less employment generation in a number of sectors such as financial services, information technology, retail etc; and

(f) if so, the details thereof along with the corrective steps taken by the Government in this regard?

(a & b) As per the last two surveys on employment and unemployment conducted by National Sample Survey Office, employment has increased from 46.5 crore persons in 2009-10 to 47.4 crore in 2011-12, registering an annual growth rate of 0.5 percent. State-wise details of employment rates are at Annex-I and State-wise unemployment rate during 2011-12 is at Annex-II.

(c) & (d) Government of India has been making continuous efforts through normal growth process and by implementing various employment generation schemes in order to create additional job opportunities for both educated and uneducated youth in the country including Bihar and Jharkhand. Some of the important ones are, Prime Minister`s Employment Generation Programme (PMEGP); National Rural Livelihood Mission (NRLM), Swarna Jayanti Shahri Rozgar Yojana (SJSRY) and Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) besides entrepreneurial development programmes run by the Ministry of Micro, Small & Medium Enterprises. Recognizing the need to skill large number of people to make them employable, the Government set a target of skilling 5 crore persons during 12th Plan period. National Skill Development Agency has been set up to coordinate action among Central Ministries in this context.

(e) & (f) As per results of last two surveys conducted by National Sample Survey Office estimated employment on usual status basis during 2009-10 and 2011-12 is given below:
