Question : Constitution of Council

(a) whether the Central Government had constituted the Education Sector Skill Council
(ESSC) to consider job roles other than academic faculties and teacher qualifications;
(b) if so, the details thereof;
(c) whether Education Sector Skill Council (ESSC) has set up Labour Market Information
System (LMIS) to assist planning and delivery of training and if so, the details in this
regard;
(d) whether the Government is aware that there is a need to prepare a catalogue of skill
types, develop a sector skill development plan and maintain skill inventory to identify
skill development; and
(e) if so, the steps taken by the Government in this regard?

(a) & (b) : Yes, Madam. Sector Skill Council in Education has been constituted to
consider job roles other than academic faculty in Universities and Colleges and teacher
qualification in School Education vide this Ministry’s (MHRD) notification no. 5-3/2013-
VE dated 15th October, 2014. The detail of notification is available on the website of
MHRD i.e. www.mhrd.gov.in . National Skill Qualification Committee (NSQC) has not
approved the Sector Skill Council in Education.
(c) : Does not arise.
(d) & (e): National Skill Development Agency (NSDA) under the Ministry of Skill
Development and Entrepreneurship has developed National Labour Market
Information System, where all the training programmes run by various
Ministries/Departments are available. The details are available on the website of LMIS
i.e. http://lmis.gov.in.
